　　1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陵水17-2氣田開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

　　CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

　　境內：(1)尾鏈，測試鏈，信號鏈及相關連接附件須于2019年8月14日前運達青島港碼頭項目現場；

　　(2) 其他所有貨物運須于2019年8月14日前達目的港碼頭項目現場。

　　Cisborder: (1) before 14th Aug., 2019, tail chain, test chain, messenger chain and related connector accessories shall arrive at the wharf of Qingdao port（Project Site）；

　　(2) before 14th Aug., 2019, all other goods shall arrive at the wharf of Destination Port(Project Site)。

　　境外：(1) 尾鏈，測試鏈，信號鏈及相關連接附件須于2019年8月7日前運達青島港;

　　(2) 其他所有貨物2019年8月7日前運達目的港；

　　Overseas: (1) before 7th Aug., 2019, tail chain, test chain, messenger chain and related connector accessories shall arrive at Qingdao seaport；

　　(2) before 7th Aug., 2019, all other goods shall arrive at Destination Port；

　　目的港為： DAP中國深圳赤灣港或珠海港或惠州港（合同簽訂時買方將確定其中一個作為最終交貨地）。

　　Destination Port：DAP Shenzhen Chiwan port or Zhuhai port or Huizhou Port (one of them will be confirmed by Buyer as final delivery place when signature of Contract）

　　2. 對投標人的資格和業績要求：

　　Requirements for Qualification and reference of Bidder:

　　（1）資格要求

　　Requirements for Qulification of Bidder

　　A．投標人通過ISO9001質量體系認證，并提供有效的質量體系認證證書；

　　The Bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

　　B. 投標人應為所投貨物的制造商。本次招標不接受代理商投標;

　　The bidder shall be the manufacturer of bid goods, agent’s bid is unacceptable.

　　C. 投標人承諾所投標的貨物取得CCS或ABS船級社的產品證書；

　　Bidder confirm that the Products shall have certificate of marine product issued by China Classification Society (CCS) or American Bureau of Shipping (ABS).

　　D. 投標人承諾為陵水17-2半潛平臺提供的系泊錨鏈及附件必須是投標人的成熟產品。

　　Bidder confirm that The Mooring chain and accessories seleced for the LS17-2 SEMI platform should be manufacturer proven products

　　（2）業績要求：

　　Requirement for Bidder's reference:

　　近10年(至截標日)，提供系泊錨鏈及附件的制造商至少在2個不同的項目中總共至少供過2套錨鏈及附件(錨鏈直徑不小于157mm)的完成貨物接收的銷售業績。投標人須提交有效的業績表和相關證明文件。業績證明文件包括但不限于：銷售合同復印件相關章節（含相關技術附件）和用戶簽字的貨物接收證書。

　　In recent 10 years (till deadline of bids submission stipulated), the manufacturer to provide mooring chain and accessories should have sale reference, in which products had been received by clients, with at least 2 sets of mooring chain and accessories (the diameter of chain not less than 157mm) that in different 2 projects . The Bidder shall submit valid reference list and relevant documentary evidence for such reference, the documentary evidence include but not limited: relevant chapter's copies of sale contract (including relevant technical attachment) and receipt certificate of product signed by clients.

　　業績證明文件必須至少體現以下內容：合同和貨物接收證明的簽署時間、貨物名稱、供貨數量、使用的錨鏈直徑。未提交業績證明文件，或所提供的業績證明文件無法體現合同和貨物接收證明的簽署時間、貨物名稱、供貨數量、使用的錨鏈直徑的，均視為無效業績。

　　The evidentiary documents provided by Bidder shall at least demonstrate the content show as follows: signature time of Sales Contract and receipt certificate of product , Name of Goods, Quantity, diameter of mooring chain. If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate signature time of Sales Contract and receipt certificate of goods, Name of Goods, Quantity, diameter of mooring chain., the relevant reference will be deemed invalid.

　　3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年8月15日開始至2018年8月22日止，請登錄中國海洋石油集團公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。

　　The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug. 15th, 2018 to Aug. 22nd, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

　　4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2018年9月13日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。

　　The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on Sept. 13th, 2018. Any bid beyond the required time and date shall be subject for rejection.
