1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就流花16-2油田/流花20-2油田聯合開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LiuHua16-2 Oilfield/LiuHua20-2 Oilfield Joint Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對投標人的資格和業績要求：

（1）資格要求

A．制造商通過ISO9001質量體系認證，并提供有效的質量體系認證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

成功運行業績：
2015年11月30日前具有不少于2臺（套）應用于海洋環境項目（海洋石油平臺或可移動式海洋設施），且均滿足規格容量≥1500kwe@50HZ技術要求的整撬應急發電機組成功運行業績。
投標人為本項目選配的柴油機和其驅動的發電機應為制造廠家的成熟產品，買方不接受新試制的產品，投標人為本次流花項目投標選配的發電機(容量≥1500kwe@50HZ) 和選配的作為應急發電機組驅動設備的柴油機均應各自至少有2個項目在可移動式海洋設施上成功運行2年的業績；
Before November 30, 2015, the Bidder shall have at least 2 sets successfully operated references of Emergency Diesel Engine Generator Set in Offshore Oil Platform or Mobile Offshore Unit which all meet the technical requirements of capacity≥1500kwe@50HZ.
The Diesel Engine and Generator that seleced by Bidder for LiuHua project shall be manufacturer standard products, the products which is newly trial-manufacture is inacceptable. Both Diesel Engine (drive equipment of Diesel Engine Generator Sets) and Generator (capacity≥1500kwe@50HZ) shall have separately at least two proven track records operating successfully in Mobile Offshore Unit for two years;
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件），和用戶蓋章的證明文件
投標人所提交的合同必須至少體現以下內容：貨物名稱、供貨數量、使用環境、規格容量≥1500kwe@50HZ技術要求。用戶蓋章的證明文件必須至少體現已成功運行時間。
未提交業績證明文件，或所提供的業績證明文件無法驗證貨物名稱、供貨數量、使用環境、規格容量≥1500kwe@50HZ技術要求、成功運行時間，均視為無效業績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents sealed by Enduser. The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical requirements of capacity（≥1500kwe@50HZ）. Evidentiary documents sealed by Enduser shall at least demonstrate the successful operation time.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of capacity（≥1500kwe@50HZ）, successful operation time, the relevant reference will be deemed unvalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2017年12月15日開始至2017年12月22日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Dec.15,2017 to Dec.22,2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2018年1月8日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。

R. China at or before10:00 am (Beijing Time) on Jan.8,2018. Any bid beyond the required time and date shall be subject for rejection.
