中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司湛江分公司（以下稱為“招標人”）委托，就烏石17-2/23-5油田群聯合開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co.,Ltd.(hereinafter referred to as“the Tendering Agent”),entrusted by CNOOC CHINA LIMITED,ZHANJIANG BRANCH(hereinafter referred to as“Tenderee”),intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development Project by International Competitive Bidding.Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.招標條件Bidding Conditions

項目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產的潿洲油田群約80km，東距廣東省雷州半島烏石鎮烏石港約13~25km。烏石17-2/23-5油田群開發工程項目采用聯合開發方案，擬在海上新建2座八樁腿井口平臺（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無人值守井口平臺（WS23-5 WHPA），在烏石鎮新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復合電纜；3個平臺的平臺生產物流通過WS17-2 WHPA的海底混輸管線輸送至烏石終端進行處理，烏石終端處理合格的生產水通過WS17-2 WHPA海底注水管線回輸各自平臺進行回注。

Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin,the South China Sea.It about 80km away from the production of Weizhou oil fields,and about 13~25km west of Wushi Port of Wushi Town,Leizhou Peninsula,Guangdong Province.It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms(WS17-2 WHPA and WS16-1W WHPA),one four-leg Unattended wellhead platforms(WS23-5 WHPA),one onshore terminal in Wushi Town,three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable.The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline,and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

數量：氣動控制閥12套、電液控制閥4套，自力式調節閥35套，安全閥59套，爆破片3套，節流閥9套，電動節流閥5套。

Quantity:12 sets of pneumatic control valve，4 sets of electric control valve，35 sets of pressure self-contained regulator，59sets of pressure relief valve，3 sets of rupture disc，9 sets of choke valve，5 sets of electric choke valve.

主要技術規格：防爆等級：Exd IIB T4；防護等級：IP 56；輸出：4~20mA；電壓：24VDC；投標人應委托船級社（ABS,DNV,CCS，BV其中之一）對安全閥進行檢驗并獲得檢驗證書。

Main Specifications:Explosion Proof:Exd IIB T4；Weather Proof:IP 56；Output：4~20mA；Power：24VDC;The Tenderer shall entrust Classification Society(one of ABS,DNV,CCS,BV)to inspect the Pressure Relief Valve and obtain the inspection certificate.

3.對投標人的資格和業績要求：

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license,tax registration certificate,organization code certificate,or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

B.If the bidder is an agent,bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

C.境內投標人須提供與其名稱一致的2019-2021或2020-2022年度經審計的財務報表（其中包括審計報告、資產負債表、利潤表及現金流量表）。境外投標人如沒有經審計的財務報表，須提供與其名稱一致的、本公司蓋章或簽字認可的2019-2021或2020-2022年度財務報表（其中包括資產負債表、利潤表及現金流量表）。投標人的成立時間少于規定年份的，應提供成立以來的財務狀況表。分公司可以使用母公司的財務報表。所提交的財務報表最后一年資產總額少于投標總金額或負債總額高于資產總額的投標人的投標將被拒絕。

The domestic bidders shall provide the audited financial statements(including the audit report,balance sheet,profit statement and cash flow statement)of the year 2019-2021 or 2020-2022,which are consistent with their name.

For foreign bidders,if no audited financial statements,the bidder shall provide annual financial statements of 2019-2021 or 2020-2022(including balance sheet,income statement and cash flow statement),which are consistent with their name,with company’s seal or signature.

Bidder who established later than 2019 shall submit Financial Statements and Audit Reports from the year of its establishment.

Branch company is allowed to used its parent company’s financial statements.

Bidder who’s total assets showed on the last year of the submitted financial statements is less than its bid price or who’s total liability showed on the last year of the submitted financial statements is more than its total assets will be rejected.

（2）資質要求及證明文件

Requirements of Qualification of Bidder and Certificate

A.3C證書：對國家3C目錄內的產品，制造商必須取得防爆電氣類產品強制性產品認證（CCC認證）證書，提供證書復印件，且證書在有效期內。

A.Certificate of China Compulsory Certification（CCC certificate）:For the products in the national 3C catalogue,the manufacturer must obtain the mandatory product certification(CCC certification)certificate of the explosion-proof electric products,provide a copy of the certificate,and the certificate shall be within the validity period.

B.防爆證書：投標人提供的防爆電氣電子產品必須取得國家指定防爆檢驗機構頒發的防爆合格證書。

B.Explosion proof certificate:The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution.

（3）業績要求Requirement for Bidder's reference:

2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投以下每一類產品都應具有2個應用于石油化工項目的供貨業績（同品牌同系列產品）：氣動控制閥，電液控制閥，自力式調節閥，安全閥，爆破片，節流閥，電動節流閥。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、用戶名稱、到貨驗收材料。未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱,用戶名稱、及到貨驗收材料的，均視為無效業績。

From January 1,2014 to the bidding deadline(subject to the signing date of the contract),the following each of products submitted by the bidder should have the supply performance of two projects applied to petrochemical industry（The same brand and the same series of products）:pneumatic control valve,electric control valve,Pressure Self-Contained Regulator,Pressure Relief Valve,Rupture Disc,Choke Valve and electric Choke Valve.The bidder shall submit performance form in the specified format and relevant performance certification documents.Performance certification documents include but are not limited to:1)copies of sales contracts(including relevant technical attachments)and 2)materials for arrival acceptance.The bidder shall submit performance form in the specified format and relevant performance certification documents and mark the corresponding contents,Performance certification documents include:contract signing time,manufacturer name,goods name,project name,client name,arrival acceptance materials.Failure to submit performance certification documents,or the performance certification documents provided cannot reflect the contract signing time,manufacturer name,goods name,project name,client name,and arrival acceptance materials,shall be deemed as invalid performance.
